9.4. Older (Obsolete) Limits

First edition of TRL1 contained some additional limits, which have
been relaxed in the second edition in order to make implementation
possible for a large set of computers. These limits are:

     Was defined to be at least of a millisecond.

     Far from all computers provide this granularity, so the
     requirement have been relaxed. The current requirement is a
     granularity of at least one second, although a millisecond
     granularity is advised.
